Cost estimates for software development projects are frequently inaccurate; the average overrun in software projects is 30-40%. Unrealistic estimates lead to poor project plans and inefficient use of mancial and human resources, and are an important cause of IT project failure. The project EstimationWeb plan to develop a set of estimation tools, and to verify its commercial potential. This plan builds upon the promising results of studies by the research project on cost estimation (BEST).

Our research shows that estimates generated from state-of-the-art estimation tools are no better than estimates based onjudgment and pure "gut-feeling". The idea behind EstimationWeb is that judgment-based estimation can be substantially improved with tool support. We plan to implement tools that cover all phases of the estimation process. EstimationWeb will support experts in a) preparing the input material for the estimation, b) performing group-based estimation, c) quantifying estimation uncertainty, and d) benefitting from experience databases. We will implement the tools as a modem, service-oriented web application, called EstimationWeb, to enable easy and flexible integration with commonly used software tools for planning and budgeting. Each tool can be used independently, but we expect best results when the tools are used in combination.
