10 municipalities spread all across Norway participate in the test of electronic voting in the regional elections in September 2011. Simula has placed measurement nodes in all voting locations in these 10 municipalities. The number of locations in each municipality varies, but in total we have more than 80 measurement nodes.
Each node is connected to the Internet through 4 different providers: one fixed line connection in addition to mobile data subscriptions from 3 different wireless operators (Telenor, Netcom and ICE). The nodes continuously send ping packets through each interface to monitor the availability and delay of the different network interfaces.

The e-vote measurements give good data about the consequences of various network incidents in the Norwegian network infrastructure:
Fiber cuts in Telenor's backbone network May 23 2011
Around 3pm on May 23 2011, two independent fiber cuts took place in Telenor's backbone network. Interestingly, our measurements show that Netcom, who rents capacity in Telenor's backbone network, was much harder hit by this event than Telenor's own mobile operations.

Major outage in Telenor Mobile's network June 10 2011
On June 10th 2011, Telenor experienced the worst ever outages in their mobile network. Telenor's customers were unable to call or send SMS for up to 18 hours. Our measurements show, however, that the consequences for mobile data traffic were less serious. Normal service was mostly restored within two hours.

Outage in Telenor Mobile's network June 17 2011
On June 17th, Telenor again reported problems with their network. The problems were described as similar to those seen on June 10th, but the consequences were less severe. In our measurement, we observe that Telenors network was unavailable for about 30 minutes from around 22:20. This is later than the problems reported by Telenor, and might be an independent failure.
